The Marksman team is made up of highly trained personnel, including members from Gold Command, MO-19 Command, and Tactical Rifle Officers.
The primary sniper rifle issued to the team is the Remington 700, a bolt-action rifle renowned for its power, range, and precision. Its capabilities make it an ideal choice for high-intensity situations, where accuracy and control are critical.
The Tactical Rifle Officer (TRO) role is the next step within MO19, building on your regular duties while granting access to additional capabilities. The key distinction is that TROs are authorized to carry a sniper rifle, a responsibility taken extremely seriously. Misuse of this privilege will result in immediate removal of the weapon and appropriate disciplinary action.
In addition to your existing arsenal, TROs are issued the Remington 700, a high-precision bolt-action rifle. As part of the Marksman Team, you are now empowered to make critical decisions, including authorizing critical shots when the situation demands (details on critical shots are provided below).
Sniper Rules
When operating a sniper rifle, you must always follow the rules set by MO Command, Gold Command, and Management. The following outlines when and how a sniper may be used:
Active Sniper Presence
You may use your sniper if other snipers are already deployed (e.g., Mosins)
Take a realistic tactical approach: use cover, remain stationary behind obstacles, and avoid unrealistic behaviors such as running around or quick-scoping like in video games.
Critical Shot Situations
Snipers may be deployed in scenarios such as store robberies, hostage situations, or heists where a critical shot is required to protect lives.
Other Circumstance with Initiation
Sniper deployment outside the above scenarios is not rigidly defined but must always be tactically reasonable.
Position yourself at a safe and strategic distance, typically 60 meters or more, or in a vantage point such as the top of a building.
Distances slightly under 60 meters may be acceptable depending on the situation, but judgment and safety must always guide the decision.
As a Tactical Rifle Officer (TRO), you carry the standard police gear—Taser, Glock, baton, and flashlight—in addition to an assault rifle (AR) and a sniper rifle. This combination allows you to handle a wide range of situations, from close-quarters engagement to long-range precision support.
What is a Critical Shot
You may have heard the term Critical Shot before. This is a procedure carried out by TRO officers in situations where there is no viable outcome without the use of lethal force.
A Critical Shot is designed to gain immediate control of a dangerous situation before suspects can harm civilians or officers. It is carefully coordinated with ground units, so that once the shot is executed, both sniper and tactical teams can move in simultaneously to apprehend or neutralize any remaining threats in the area.
This procedure emphasizes precision, coordination, and minimizing risk to all involved.
How to carry out a Critical Shot
Target Positioning
Ensure the target is in an open, unobstructed area. Some leniency is allowed depending on the TRO’s judgment and capabilities, but safety and clear line-of-sight are paramount.
Hostage Safely
Confirm the target is stationary and that there is no risk of injury to the hostage. A Critical Shot must never compromise civilian safety.
Authorization Communication
To authorize the shot one officer will count down on the radio from 3 to 1 and both the officer and negotiator will say “Critical Shot Authorized !”
Valid Justification
The Critical Shot can only be used for justifiable reasons, such as:
The hostage-taker is refusing to negotiate.
The suspect is making persistent, unreasonable demands.

Compliant Hostage Takers
If the hostage-taker is cooperating and compliant, a Critical Shot should not be executed.
You may still take precautions and set up your shot as normal for readiness, but only use it if the situation escalates.
Indoor Engagement
Sniper rifles should not be used indoors unless you are over 100m away from the suspects
Misuse and Accountability
Any misuse of a sniper or Critical Shot will result in disciplinary action, which may include removal from TRO.
Multiple Hostage-Takers
A Critical Shot cannot be performed if outnumbered.
The TRO-to-hostage-taker ratio must be 1:1 for authorization.
